CIPS

PRODUCT NAME

CIPS - CENTRAL INFORMATION & PROCESSING SYSTEM

MAIN PURPOSE

The only meteorological information system worldwide.
To store, make available, secure all meteorological data and run Numerical Weather Prediction models

FOR WHO?

Unique system to gather all national meteorological data CIPS has been developed by Meteo France International to answer growing needs of National Met Services to have integrated and interconnected meteorological information systems. Positionned at the heart of NMSs meteorological systems, CIPS is the only system to gather and supply all type of information from all national met departments.

  • Set up and manage a reference data base for the whole country
  • Be an active player in the implementation of WMO Information System (WIS)
  • Improve the reactivity of the National Met Service, particularly in case of severe event driven request from end-user
  • Strengthen a tied cooperation with regions, universities, and other research partners

YOUR BENEFITS

CIPS build the core information system of your organization

  • Define, test, schedule, operate and monitore locally Numerical Weather Prediction models
  • Prepare appropriate data flow for national/regional dissemination
  • Secure and back-up all critical systems of the national center (forecasting, climatology,...)
  • Apply now to obtain DCPC status (Data Collection and Production Center) and soon GISC status (Global Information System Center)

SYSTEM'S ADVANTAGES

The CIPS solution is…
Reliable: CIPS relies on concepts, state-of-theart technologies, and software solutions used daily by Météo-France. The system is compliant with WMO standards and exchange with other met sub-systems (AM SS,...)
Powerful: CIPS gives access to High Power Computing allowing to run daily a Numerical Weather Prediction model.
Evolutive: CIPS can be implemented by a step by step approach according to priorities, strategy, and constraints of the National Met Service.
Flexible: CIPS is a modular system that can be adated to the size and needs of each National Met Service

MAIN FUNCTIONS

Play an active role in WMO WIS program

CIPS is compliant with WMO Information System (WIS):

  • CIPS Access Layer (CAL) follows WIS specifications en terms of data and metadata management.
  • Catalogues generated by CIPS are compliant with WMO XML core specification
  • CIPS met data and products are available for WMO WIS community
  • Possible application to DCPC status (Data Collection and Production Center) and sharing of authorized data with world meteorology community
  • Possible application to GISC status (Global Information System Center)

Controled data

  • Quality controls activated by CIPS to verify conformity of processed data
  • Quality controls preformed locally and in real time
  • Combination of various elmentary quality controls

Secure and customized archiving facility

  • Standby system for increased security
  • Automatic system
  • 5 archiving categories: - Observation, - NWP models, - Images, - On time forecasts, - Binary meteorological objects
  • Storage of relevant meteorological data to be able to restaure and replay past data
  • « Hot Stand by» mode between operational and stored data allowing high availability of data in case of system failure

An easy access to all data

  • Easy, uniform and secure access to all operational and stored fata through CIPS Access Layer (CAL)
  • Visualization on Synergie for forecasting use
  • Sharing of authorized data with the international met community

A comprehensive system to manage many meteorological processing tasks

  • Creation and scheduling of various types of meteorological tasks, from data control to complete run of Numerical Weather Prediction models
  • Launching of heavy calculation treatments thanks to HPC (High Power Computing) architecture.
  • According to CIPS hardware architecture, internal or external supercomputing facility can be added to the configuration
  • Running of global or local Numerical Weather Prediction models can be launched on CIPS when a HPC is integrated to configuration.

A modular solution to fit all NMSs organization

Definition of required CIPS configuration:

  • With or without HPC?
  • Integration of an existing HPC?
  • With or without data storage facility?
  • Number of servers (nodes) in the heart of the system?

TECHNICAL SPECIFICATIONS

  • Cluster technology secured by itself
  • Main components are doubled : attachments, scheduler system
  • Hot stand by procedures between operational component and backup component guaranties in case of system failure
  • Secured array technologies (SAN, RAID5) guarantees high availabilities for data storage including real time
  • CIPS architecture includes recover procedures after disaster
